A Chechen rebel website has reported meetings held in Berlin on the situation in Chechnya which were attended by leading European politicians and writers. It quotes the French philosopher Andre Gluxman describing the Russian army in Chechnya as a terrorist organization and its policy in the country as "programmed genocide". He urged all democratic forces to rise up against this "carnage", the report says. The following is the text of Saykhan Umarov's report by Chechenpress news agency website on 12 November headlined "Andre Gluxman: 'I compare this with the Thirty Years' War'".

Meetings on Chechnya in Berlin

A major event entitled "Chechnya - a bleeding wound on the body of Europe", organized by the Germany-Caucasus Society and the Berlin Evangelical Academy, has been held in the French Cathedral in Berlin. The [rebel-backed] Chechen government minister and renowned poet Apti Bisultanov told the crowded hall about the tragic situation in Chechnya. Rupert Neudeck (the creator of the well-known Cap Anamur organization), the eminent writer Hans-Christoph Buch and Eckhard Maass, Chairman of the Germany-Caucasus Society and honorary consul of the Chechen Republic of Ichkeria [CRI] in Germany all made speeches, telling of their pain and anger over the genocide unleashed by [Russian President Vladimir] Putin's regime in Chechnya.

A meeting was later held in the office of the Germany-Caucasus Society between Chechen politicians and the acclaimed French philosopher and writer Andre Gluxman, well known for his sharp criticism of the Kremlin regime for its genocide in Chechnya. Present at the meeting were the Chechen politicians Bisultanov, the renowned historian and former deputy president of the CRI and now CRI representative in Germany, Said-Khasan Abumuslimov, and R. Dudushev, chairman of the society of inmates of Russian concentration camps, Vakha Banzhayev, and others. Maass and Buch also took part in the meeting with Gluxman.

French philosopher on Russian "terror" in Chechnya

At the meeting Andre Gluxman said, among other things: "The problem is that if there is a predetermined seizure of hostages, torture and murder of the civilian population, carried out by the army, this army is a terrorist organization. Such are the day-to-day activities of the Russian army in Chechnya and this is a well-known fact. The essence of their activities does not change because these criminals are wearing military uniform. They are deliberately carrying out terror, using weapons against women, children or unarmed adults. They are terrorists, and their official status cannot be changed. They may perpetrate acts of terrorism in the name of nationalism, patriotism, racism or on orders of their government, but, I repeat, this changes nothing. The armed violence against unarmed people, which is being committed by the Russian army in Chechnya, comes under the true definition of terrorism, which must be endorsed by all democrats. In other words, all democratically minded people must confirm that the Russian army in Chechnya is a terrorist army."

To this Apti Bisultanov added that from the beginning [former rebel-backed Chechen] President [Aslan] Maskhadov, and now President [Abdul-Khalim] Sadulayev have declared an armed struggle of the Chechen Resistance against the Russian occupation forces as an anti-terrorist struggle and as an armed rebuff to the gangs of murderers and butchers who invaded the territory of the Chechen state.

Gluxman went on to say: "The situation in Chechnya is not just tragic, it is horrifying! I went to Chechnya illegally in 2000 and I know what I am talking about. Now, the Kremlin, having declared the "Chechenization" of the conflict, is trying to disappear into the shadows, passing the main brutal work on to the cut-throats and bandits in [Kremlin-backed Chechen President] Kadyrov junior's circle. Protected by the force of Russian troops they take children, women, the young and the elderly hostage on a mass scale and brutally torture them. Their methods are so ghastly that even many Russian officials are afraid of their allies and try to distance themselves from them. The situation in Chechnya is close to the total annihilation of the population [в межпереписной период население Чечни выросло]. I can compare this with the Thirty Years' War that cost the lives of seven Germans out of ten. I claim that what is happening in Chechnya is not spontaneous but a Kremlin programmed genocide.

потери в ЧечнеAnd it is quite monstrous that the leaders of Europe, of which Chechnya is a part, not only fail to protest at this demonstrative destruction of a whole people, but even support the bloody Tsar Putin. We cannot reconcile with this, we must protest and urge all the democratic forces of Europe and the civilized world to rise up against this carnage, because Chechnya today is the acid test for our humanistic ideals and the basic values on which European civilization was built and has developed."
