Every
year 7.5 m Russians or nearly 5 per cent of the population seek psychiatric
help or turn to substance-abuse experts, Russia's senior
psychiatrist, Tatyana Dmitriyeva, told the 14th Congress of Russian
Psychiatrists today. She acknowledged at the same time that "we
don't currently know the real number in need psychiatric help".
In this connection Dmitriyeva instructed
congress delegates to undertake appropriate research.
"On average the people who come to our clinic have spent a
year and a half with undiagnosed depression or a year with undiagnosed
neuroses," she added. Dmitriyeva said that psychiatric disabilities
account for 10 per cent of the disabled total

In particular, Dmitriyeva noted the problem of psychiatric dysfunction
among the working population. For every 1,000 workers in the gas industry,
for instance, 232 have mental health problems [в

вспомнать]. This is the highest figure for
industry, she said. In second place is the chemicals industry
where 225 people were found to have problems. Economic losses because
of mental health problems amount to 0.4 per

of GDP every year, she noted. Dmitriyeva also stressed that psychiatry
accounts for a mere 10 per cent of overall health spending, a figure
that is twice as high in most countries of the world.
In order to remedy the situation, the chief psychiatrist believes,
it is essential to increase access to psychiatric help at the primary
level and to develop its provision outside of hospitals. She also spoke
in favour of the "need for private psychiatry in Russia".
Dmitriyeva also urged public organizations to focus on the problem,
saying "they play an unacceptably small role" [и
