UN Wire reported on 25 February
2004, that it is likely that the $15 million grant to help run the Global
Funds HIV project in the Ukraine will be given to the International HIV
Alliance. It is thought that the International HIV Alliance will run the
project initially for a year. A Global Fund release on 24 February 2004, said that whether the group goes on to continue running the five-year, $92 million Ukrainian programme after the grant is up will depend on its own performance, as well as progress made by the original grant recipients toward resolving the problems that prompted the fund to withdraw from the programme. According to UN Wire the original recipients of the grant; the Ukrainian Health Ministry, the Ukrainian Fund to Fight HIV Infection and AIDS and the U.N. Development Program (UNDP) did not appear equipped to meet the target of increasing access to HIV treatment from fewer than 100 recipients to 4 000 Ukrainians within two years.
